31) This problem simply asks us to consider the graph and find the points at which the object is at rest. When a problem says an object is at rest, it means the object is not moving. And when the object is stationary, it must have a velocity of zero. Since velocity is plotted on the y-axis of the graph, and since we are looking for when the velocity is 0, our answer will be the points where y = 0. So we can draw a line of the graph y = 0 and see where the velocity graph intersects the line.

At point B and E, the velocity is zero, which tells us the object is at rest.
