First, we should start by finding the equivalent resistance between R[3] and R[4].

Next, using the equivalent series resistance, we can simplify R[3,4] and R[5].

By using the parallel equivalent resistance, we can further simplify the circuit.

At this point, we have enough to answer this question. Since these two resistors are in series, we know that the same current will go through the R[1] and the equivalent resistor R[2,3,4,5]; however, R[1] has the greater resistance. Thus R[1] uses more power that R[2], R[3], R[4], and R[5] combined.
